Time to reflect on the ideals of constitution

25/11/2025
By Metta Ramarao, IRS VRS

As we complete 76 years of adoption of Indian constitution,
it is time to reflect on the ideals of constitution.
India is a  Republic and Union of States
Parliamentary democracy
Fundamental Rights and Duties
Independent Judiciary
All to assure its citizens Equality, Freedom, Justice and dignity.

We are a nation of several sub nationalities. India is a country bound by common culture, history and traditions.

Our states are unequal : some are tiny and few are bigger than biggest nations. We need to have smaller states to assure our citizens what constitution guaranteed.

Language, Caste & Creed does not unite but our constitutional values unite us.  Depravation, denial, etc drive us apart. We need to take care that none is excluded.

We are a young nation. We need to leverage the demographic dividend to get out of the middle income trap. Our economy has to grow faster. We need new growth centres. We need more business and political leaders. We need to simplify our business framework.

We need to reorganise India in to 50 States and 15 UTs. We will have these 20 plus new state capitals that act as  growth centres led by the newl political leadership. It helps focussed development and faster citizen services.  Reorganisation of states coupled with  delimitation of MLA and MLC constituencies will bring in fresh blood in to the political leadership.

Delimitation of Parluament seats needs to be done carefully taking  care of the sensitivities of Southern and Western States. Population, Land area and SGDP should be taken in to consideration in the ratio of 45:45:10.

Let us draw a road map for 2050 when we celebrate Centennary of Indian Republic.

Let us envision India in 2050 as a Union of 50 states producing a GDP of 50 trillion USD to assure every citizen equality, liberty, justice and dignity.

Jai Hind

Reflections of Shri Metta Rama Rao, Convenor UttarAndhra Party on competing 4 years in politics

Reflections of Shri Metta Rama Rao, Convenor UttarAndhra Party on competing 4 years in politics Leaving IRS mid Feb 2019 was a decision of both my heart and mind! Village in me never left despite my 37 years stay in towns and big cities. Over time, villages turned poor. Depleted of their dynamism, villages have become dull. Agriculture remained stagnant. People and governments invested less and less in villages and agriculture to create avenues for employment to rural people. Born there, I felt it as my duty to do something for rural areas that are close to my heart. My MPA study at LKY School (NUS) in 2010-11 helped me understand my potential. My study of Singapore Public Administration and it's growth story encouraged me to do some thing for India, least for my native area, UttarAndhra! Scope to carry heart's work as bureaucrat is limited. As bureaucrat I was focussed on work given. I had a choice between a steady career growth for 7 years vs uncertain new politic...

India needs a Second National Capital

Metta Rama Rao, IRS (vrs) Former Principle Commissioner Customs & CGST  India needs a Second National Capital till a green field New National Capital is built in the geographical centre of India. Dr B R Ambedkar in his book "Thoughts on Linguistic States" published in 1955 has written a full Chaper on "Second Capital for India" While discussing at length justfying the need to go for a second capital has clearly preferred Hyderabad over Kolkata and Mumbai. He did not consider Nagpur. Main reason he brought out in his book is the need to bridge north and south of the country. He recommended Hyderabad as second capital of India. Why we should consider Dr Ambedkar's recommendation: Delhi was central to British India. After partition, Delhi is situated at one corner of India. People from South find it daunting to visit due to distance, weather, language, culture, etc. If Hyderabad is made second capital, it will embrace all southern states. People of South India ...
